Walters Public Library Mission Statement:

The purpose of the Walters Public Library is to obtain, organize, and make conveniently available to all people of the
community and surrounding area, books, periodicals, other printed materials and audio-visual materials for their use in
the pursuit of entertainment, education, and information.  To provide a book collection and audio-visual collection,
which has meaning for the public served and requires continuous attention.  It means retaining the best of the old and
selecting the best of the new.
1.  Service is the most important function of the public library,
and the books and materials are one of the major activities.  
Since the library is a public institution, its services and
resources are available to everyone who lives in Cotton County.
 Non-residents (persons who live outside Cotton County) will be
charged a non-resident fee of $5.00 per year.

2.  Borrowers are required to register, but registration will not
be contingent upon property ownership or any other type of
discrimination.  New Patrons shall be restricted to only one book
check out until proof of residency is confirmed.  

3.  All materials will circulate except reference materials, the
Oklahoma collection, and the genealogy collection.

4.  All materials will circulate for two weeks, except those
materials, which are frequently requested.  The materials may
circulate for shorter loan periods, or not circulate temporarily,
depending on demand.

5.  Fines will be charged for each day an item is overdue.  
Notice of overdue materials will be sent to the patron if the
materials are 14 days or more overdue.  No items may be
checked out from the library until the overdue items are
returned or the cost of item(s) is remitted.  A fine of 5 cents a
day, per item will be charged.

6.  Materials not available in the Walters Public Library can be
requested through the interlibrary loan program.  The library
staff shall make every effort to secure requested material.

7.  Lost or damaged materials must be paid for at full list price.
1.  Not for unauthorized, illegal or unethical
purposes.

2.  No more than two people at a computer at a
time.

3.  Eating and drinking is forbidden around
computer area.

4.  No accessing email, downloading or
uploading any materials on any computer at
anytime for any reason.

5.  Users are responsible for any damage to the
computer equipment.

6.  Do not alter any software or hardware setting.

7.  ABSOLUTELY NO PORNOGRAPHIC OR
DISTASTEFUL MATERIALS. (if caught you will be
asked to leave and will be banned from using the
computers)

8.  No juvenile use of the computers without
signed permission slip from parent.

9.  All computer users are to sign in before use
and sign out before leaving.

10.  A time limit will be enforced during busier
times.

11.  A disk is available for sale if you need to
save, no outside disks allowed.

12.  There will be a 10 cent per page charge for
printing regardless of what is printed.

13.  User must have a valid library account.
The Walters Public Library
maintains a fax machine for public
access.  Charges for public use
shall be as follows:
$3.00 for cover page
$1.00 per page for each additional
page
$1.00 per page for incoming faxes
$7.00 per page for all international
transmissions

Procedures:
1.  Only library staff members will
be allowed to operate the fax
machine.
2.  All copyright guidelines will be
followed for fax transmissions.
3.  The library will maintain a list of
libraries owning fax machines and
other useful fax numbers.
4.  Patrons will provide the correct
fax number for transmissions to
other locations.
5.  Patrons will be responsible to
provide documents in transmittable
form and format.
6.  Appropriate fees will be
collected and a receipt prepared,
as requested, for the patron.
7.  Fees received will be recorded
as are all other library fund
collections.
Library Staff will be responsible for
copier maintenance and operation.

Library Staff will run the copier for
the general public.  Copier services
will be available during regular
library hours.  Library will charge 10
cents per copy.

The "Notice of Copyright" is
displayed on the photocopying
equipment and the computer
printers.
